place. inbound canal road here it the m street and the key bridge. got swing wide with very light traffic volume at this hour. that's a check of your fox 5 on-time traffic. breaking news out of japan. a strong earthquake hit off the northeastern coast of that country. it struck shortly after 3:00 a.m. our time. the preliminary magnitude is 7.3. a city in the region reported that a small tsunami had hit but there are no immediate reports of injuries or damage. there is no risk of a widespread tsunami. this is the same area that was hit with the 9.0 earthquake and tsunami in march of last year. now to a news alert out of george washington university after police say there was an attempted sexual assault on campus and a series of burglaries. the attack happened in rice haul on tuesday.

the burglary took place in the ivory tower dorm yesterday afternoon. the campus has beefed up security near those areas. they have released surveillance photos of two suspects accused of stealing cell phones and laptops from the dorm rooms. a man who worked at the maryland school for the deaf in columbia maryland is facing charges of child sex abuse. investigators say clarence taylor worked as a dorm aide when students slept at the school overnight. he is accused of inappropriately touching three girls. the allegeeled incidents happened between 2008 and 2012 when the victims were just 10, 11 and 12 years old. howard county police are concerned there may be other victims. they want to hear from anyone else who may have been assaulted. some relief could soon be on its way for people living in two northwest d.c. neighborhoods prone to flooding. >> work on a major new infrastructure project in the bloomingdale and ledroit park

area is under way. sherry ly has the details this morning. >> reporter: good morning. this project is expected to officially break ground later today but it is expected to cost $40 million more than originally planned. it could bring relief to the constant flooding much sooner. some of the work has already started along rhode island avenue and first street in northwest. they are digging six blocks of tunnels that will eventually be able to store millions of gallons of storm water. it is expected to stop the flash floods that submerge parts of bloomingdale and le detroit park. it would involve converting facilities into storage tanks that could hold another three million gallons of water. it will tax years to complete but should bring people here long-term relief. -- it will take years to complete. >> you are seeing an unprecedented attention and

resources focus on the flooding occurring in bloomingdale. those folks have been devastate with property damage. >> reporter: the storage tanks could be done by 2014 and the first street tunnel by 2016 but it is expected to take about 10 years for the entire project to be complete. in the meantime, the city is working on legislation that could bring relief to the home owners and pay them for some of their damage. that legislation has passed first reading and would add 30 cents to monthly water bills. that is the late here in bloomingdale. back to you. >> thank you. another big story, avoiding the fiscal cliff. president obama visited a middle class family in fairfax county to pitch his fiscal plan. that is because the average family will see taxes increase $2200 if congress doesn't take

action by the end of the year. the president touted the benefits of extending tax breaks on those making $250,000 a year or less while continuing to push for rate increases on wealthier americans. three, two, one! >> very busy for the president. he also put aside the partisan fight over that fiscal cliff for a time last night. joining the rest of the first family in lighting the national christmas tree on the ellipse. this marked the 90th year for the tree lighting ceremony. so pretty to watch and see that. >> you got to at least go down, drive by or something at some point. >> it is fun. u.s. military ships on the move as north korea gets set to launch a rocket. we've got details next. one police department is calling it one of the worst cases of child abuse they have ever investigated. details of an arrest at a day care center when we come back. three times more dirt

world war ii. more than 2,000 people are expected to attend a ceremony at pearl harbor today actually moment of silence is planned for 7:55:00 a.m. local time marking the moment the bombing began. the united states is sending ships to the korean peninsula to monitor any rocket launch by north korea. but they will have to extra time. new satellite images show snow may have slowed the launch preparations. north korea has promised to test ate rocket sometime in the next company of weeks. the details of this next story are disturbing. in massachusetts, a horrific case of child sexual abuse at a day care. the day care owner's husband is accused of sexually assaulting dozens of children at that day care center. 49-year-old john burbine is accused of abusing the children, ages eight days old to three years old. police say they found hours of video of him committing the crimes. they also say he has a history

smithsonian's museum of natural history. the obelisk shaped stone was mined in brazil in the late 1980s and is named dom pedro after brazill's first two emperors. it stands 14 inches tall and weighs almost five pounds. experts say it is difficult to place a value on the gem. more than 10 years ago it was offered to the smithsonian for seven to ten million dollars. >> it looks like a miniature form of the national christmas tree. >> you're right. >> although this is probably worth a little bit more. >> i wonder how big it is. >> it is 14 inches tall. >> interesting. >> our weather pretty cool too. >> yes, it is. we've been going all over the place in term of temperatures over the past few days. what time of year is it in nobody seems to know. reality check today. we are back to where we should be temperature-wise. let's get a look and see where things are and put it in place for you. here is a look at the highs

yesterday. we have gone from 70s as highs, 60s, down to the 40s. and that is exactly what happened yesterday. temperatures below the seasonal norm. 44degrees at reagan national airport. 42 at bwi thurgood marshall. this morning, it is nippy outside. it is 40 at d.c. this hour. the same at quantico and annapolis. 34 at baltimore. we've got 39 at dulles. 34 at frederick. the same at cumberland. 36degrees this hour at martinsburg and 37 at culpeper. as we take a look up the mid- atlantic, a little cooler for boston and new york. 31 and 37 degrees. we've got the cool air just settling right in mace. we have a little bit of precipitation creeping in. let's take a look at radar and show you what we're talking about. a few light showers here to the south and to areas of the west near the mason-dixon line as well and some little pockets of freezing rain here and there popping up especially to the northwest. we'll keep an eye on that. we are talking just very spotty and light in nature.

some of you will only see a few sprinkles. some of you won't see anything at all. this is not a washout situation at all. i do anticipate seeing a little bit more of this developing as we move into the late overnight hours as well. what we're dealing with is spotty showers late into the course of tonight and the overnight and the overnight lows are going to be kicking through into mainly the 40s president-elect you much everywhere. we'll see a few lower temperatures but otherwise not bad. also looking at this moisture developing into some fog as well as we move through overnight and into the hours of your morning. the time we get through into the midday today, more clouds and less sun. we'll be approximately 49- degree. our day tomorrow high today will be exactly where we should be, seasonal as we head through to the low others. warm-up for your saturday though. 63degrees. not bad at all. expect to see some showers as we move through into sunday. we'll be deal wig back door cold front and so we've got a little bit of rain that will hit in. not a total washout but look how we get into a bit of a

temperature rise. we hit 63 degrees by saturday and we go down a little bit with a frontal system cooling down and then back upagain on monday to 64 degrees and then we're right back to where we should be into the upper 40s and low 50s. so the temperatures have just been all over the place into the course of the week and not much change as well in our seven-day forecast. so a little bit of sun and a little bit of rain and a lot of clouds. that is what is happening today. let's check in now with traffic. here is julie wright. >> outbound along new york avenue, we have a little hitch in our get along. before a utility truck stopped in the right lane. heads up approaching the brentwood parkway which happens to be the spot where our very own wisdom mart unwill be broadcasting live for stuff a truck 2012 with our friends from wpgc. inbound, lanes are open. no problem to report heading for the third street tunnel. overnight construction still in place here but it looks like they are picking it up.

give them a few more minutes to get out of there. no problems to report for those traveling southbound on kenilworth avenue leaving eastern continuing out towards pennsylvania avenue. that's a check of your fox 5 on-time traffic. traffic. the costs of operating metro's new silver line is going up. the rail mind was supposed to end at stadium armory but the staying doesn't have enough for trains to turn around there. so now the silver line will run an additional five stops to largo town center. the extra stop plus plans to increase service on other rail lines are expected to push the cost up by $4.6 million. the silver line is set to open late next year. thousands of people depend on metro drivers every day but some of those drivers may not be getting enough sleep. we reported on bus drivers working long hours and falling asleep at the wheel. but a new study by the transit authority says the real problem could be the shift they work. fox 5's sherry ly has the

details. >> reporter: it all started with concerns about safety. metrobus and rail workers in critical jobs working numerous double shifts even longer. but an analysis of more than 3,000 bus and rail operators found the biggest factor in fatigue may be the critical hours between midnight and 8:00 a.m. >> night work, a lot of night work, which deprives you of opportunities to get good nighttime sleep is going to be the major driver of fatigue. >> reporter: earlier this year, metro reported drive cams triggered by sudden braking on metrobuses showed 67 drivers in a 19-month period fell asleep at the wheel. >> when we see that, they are taken off duty. we check to make sure they have no medical problems, sleep apnea and we look at the hours they work to see if that had an influence on it. >> reporter: metro can't restrict the hours employees work because of the way overtime is awarded. instead, it is recommended that drivers who start work between 3:00 and 5:00 a.m.

should go to bed earlier. >> even having people turn in earlier as a mitigation measure does not mean that they're not going to wind up potentially working a do believe or triple shift. >> reporter: overall, the number of workers affected by fatigue appears small but the problem is big. a study of railroad workers found, when the effectiveness of tired workers fell below 70%, the risk of accidents went up. >> the problem is you can't necessarily eliminate that shift. if these people are building trains for the morning rush hour, we've got to figure out how they can do that job and still be well rested and alert. >> some workers load up on coffee to stay awake. but do that all the time and experts say it loses its effect. bottom line, workers need sleep. >> that was sherry ly reporting. >> kind of sounds like we do shift work but they are driving buss with people on it. that is a big deal. coming up, holiday cheer on

this is the same area that was hit with the 9.0 earthquake and tsunami in march of last year. in our other big story, president obama takes the fiscal cliff fight to virginia. if there is no deal, the average family of four would have to pay about $2200 in extra taxes. president obama sat down with a falls church family to talk about how ending the bush era tax cuts would affect them. the president says he is in favor of extending tax breaks for people peaking $250,000 a year or less but not for the top 2%. >> i'm not going to sign any package that somehow prevents the top rate from going up for folks at the top 2%. >> there are ways to limit the deductions, close loopholes and have the same people pay more of their money to the federal government without raising tax rates. >> going over the fiscal cliff

also means the 2% payroll tax holiday would expire. it would also mean cuts in unemployment benefits for millions of families. police in prince william county are investigating a sexual assault at a motel in woodbridge. this happened wednesday night. a clerk at the econo lodge says she was attacked by a map in the room. this is the third reported attack in that area in a movement. now a warping for students and staff at george washington university after police say there was an attempted sexual assault on campus and a series of burglaries. the tax -- the attack in rice hall on tuesday. the burglary happened in the ivory tower hall yesterday afternoon. a montgomery county high school student accused of trespassing is now charged for

bringing an unloaded gun to school. police arrested the teen thursday morning at magruder high school. they are charging the teen as an adult for carrying a dangerous weapon on a high school campus. the student did not have any ammunition. dozens of d.c. police officers working in a specialized narcotics task force are being redeployed to help fight robberies in the city. police chief kathy lanier says the officers will no longer be working together. instead, they will be fanned out to the seven police districts. it's move being slam. ed by the fraternal order of police. chairman christopher baumann says the narc on the ins strike force brought an expertise to undercover operations that will be difficult to match. >> because the department hasn't told anybody internally or put anything in writing as usual, we don't know exactly where they think they're going to be going. but what they've done at the end of the day, if you are a resident of the district of columbia, you are less safe now because we are so desperate if manpower we are having to strip this department down to the bare bones. >> in a statement to fox 5,

more protests developing in egypt today and those protests are threatening to divide the nation. thousands are still protesting against the newly elected president. mohammed morsi went on tv saying he is open to dialogue and wants to meet the opposition tomorrow. they say the speech served no purpose. president obama called morsi last night to express his teen concern about the violence. in the neighboring gaza strip, a historic leader by the leader of hamas. he will visit the palestinian territory for the first time in 45 years today. his visit is a sign of increasing boldness by the islamic militant group that is designated as a terrorist organization by the u.s. and israel. he will congratulate officials in gaza for their battle against an israeli military offensive last month. do you need a vacation? how bay vacation to the moon? >> sure. >> up next, we'll tell you when you can take off. -- how about a vacation to the moon? >> we're also checking weather and traffic. stay with us.

as well. let's see the twinkling lights. >> gwen is here for tucker. >> we have a lot of clouds and there is some patchy fog as well so keep that in puget sound as you are getting ready to head out. let's take a look at the numbers because yesterday, temperatures were below seasonal average. we hit only 44 at reagan national. 45 at dulles. 39 at dulles now. and only 34 at bwi thurgood marshall. so just make sure you dress warm. we have a little bit of precipitation sneaking us way through across the area. we do have clouds and some light rainfall heading through. and also near the mason diction op line, a little bit of freezing precipitation as well in the form of freezing rain. we'll just watch this closely. in the a total washout at all so nothing you have to be concerned with in terms of that. it is very light in nature. we'll see it redeveloping a little bit later into the
